The Democratic Republic of Congo holds more than half the world's known cobalt reserves and produced an estimated 76% of global supply in 2023. Somewhere between 150,000 and 200,000 artisanal miners work those deposits by hand, and more than a million others depend on the trade without ever touching a shovel. UNICEF's 2014 estimate put the number of child miners among them at around 40,000. These figures have long furnished the case against the majority of cobalt as it is presently extracted, and they have, with a certain inevitability, begun to furnish the case for an alternative: nodules of nickel, manganese, copper and cobalt, resting undisturbed on the floor of the Pacific, waiting to be gathered by machine rather than excavated by hand.
The appeal of that alternative rests on a fact almost too simple to interrogate. No human lives on the seabed to be harmed by mining it. That absence dissolves, in a single stroke, much of what makes land-based extraction so difficult to defend in public; the farmer displaced from his plot, the child working a pit for a wage his family cannot forgo. Deep-sea mining need not solve any of this. It simply does not, on its face, possess the problem. There is something almost seductive in an industry that promises harm without a victim, and something worth pausing over in how readily that promise is believed.
Dr Ryan Manzuk, a postdoctoral researcher at Princeton who has studied both the deep-time history of seafloor ecosystems and the use of satellite imagery to document resource-linked conflict on land, is reluctant to mistake that absence for evidence of safety. Organisms have been building hard structure on parts of the seafloor for nearly the whole of animal history, he observes, a fact that leaves industrial-scale disturbance without any historical precedent against which it might be measured. The more difficult question, in his account, is not how long recovery would take, but whether there exists any right to cause the disturbance at all. At present that question is settled almost entirely by which state holds legal claim to a given stretch of ocean, rather than considered with any real seriousness on its own terms, a jurisdictional convenience standing in for an ethical one.
There is, nonetheless, a narrower case for the seabed worth taking on its merits. Cobalt drawn from Congolese ore is usually a byproduct of copper mining, and the ore itself varies considerably from deposit to deposit, an unevenness that renders refining both less efficient and more polluting than a more consistent source would allow. Nodules carry no such defect; their composition is comparatively uniform. Whether a cleaner ore body yields a cleaner industry, however, is a separate question entirely, and here Dr Manzuk grows warier of the ocean than of the land.
Verification on the seafloor is harder than in a conflict zone or a mining town, since light does not reach that depth and no satellite can see through several kilometres of water. Whatever evidence of harm eventually surfaced would likely arrive only as a proxy, a shift in ocean chemistry, say, borne through water masses that take on the order of a thousand years to complete a single circulation. An industry whose consequences unfold on that timescale is not obviously easier to hold to account than one that can, however imperfectly, be observed from above. Out of sight, in this instance, may simply mean out of reach.
There remains the harder question of what withdrawal from Congolese cobalt would actually accomplish, and for whom. Cobalt and copper exports brought the DRC roughly $25 billion in 2022, equivalent to more than a third of national GDP, in the same year the World Bank recorded 74.6% of the population living on under $2.15 a day. That disparity is not an argument for continuing the mining as it now stands; it is closer to evidence of how little of the value that mining generates has ever remained in the country producing it. Congolese cobalt still leaves the ground as hydroxide rather than refined metal, because the processing capacity to carry it further was never built, often by the very governments and companies now weighing whether to source their minerals from the ocean instead. A major buyer's withdrawal, however well intentioned, would remove one of the few remaining points of leverage through which that capacity might eventually have been established. Dr Manzuk, drawing on his own research experience in the region, makes an observation that tends not to survive translation into Western commentary on the subject: for Congolese workers, a cobalt exit means economic deprivation.
It is here that the question turns, quietly, from an environmental one into a moral one. To weigh a distant seabed against a living hillside is to ask whether ecological relief, however real, can be purchased at the price of economic abandonment, and to ask it, pointedly, from the vantage of those who have rarely borne the cost of their own convictions. The nations now presenting themselves as environmental stewards of the ocean floor are, for the most part, the same nations that once extracted the Congo's rubber, its copper, its cobalt, with no such scruple attached. To relocate the harm is not obviously to absolve it; it may only be to relocate the reckoning, from a place where accountability is at least conceivable to one where it is nearly impossible to establish at all. There is a peculiar kind of privilege in being able to decide, from a comfortable remove, that someone else's mine should close, and a peculiar kind of amnesia required to decide it without asking who benefited from that mine's ever having opened.
None of this settles which source of the metal carries the lighter burden of harm, and it is unlikely to be settled cleanly by anyone standing outside the country in question. What is harder to overlook is the position of those doing the choosing. A cleaner deposit does not, by itself, amount to a clearer conscience. And moving the harm further away; into darker water, longer timescales, and jurisdictions no one is obliged to answer to, is not the same thing as making it smaller. It may, in fact, be the oldest trick of empire wearing the newest colour of green.
